Title: Inclusive Diffraction at HERA

Abstract
Low Q^2 e-p events are physically very interesting to study because they
exist in the region of transition between the soft photoproduction and
hard deep-inelastic scattering regimes. A measurement of the diffractive
structure function F^2_D(3) (beta, Q^2, x_P) in this region will be
presented, and the saturation model used in modelling such events will be
discussed.
